Coming to this particular article, more than summer in general that is mentioned here in the below article, summers with heavy drought and hot days, especially in active seismic zones, would increase the odds further for earthquakes.
Moreover, higher density population in a region could expedite draining of underground water levels increasing the odds for earthquakes in the future (especially, in the coastal areas).
For example, Chennai City that was rarely known for earthquakes at least in the recent past was upgraded from Zone II region to Zone III more than ten years back, which means that there is a higher risk for earthquakes compared to before.
